Jill Pugh - Mayor
A native of Louisville, Jill Robinson Pugh was elected to the office of Alderman in 2012. A graduate of William Blount High School, Pugh continued her education at Lee University with a major in history and minors in government, education and religion. Later, she received a Master of Science in education from the University of Tennessee. Pugh started her teaching career at Christian Academy of Knoxville. Then after four years, she transferred to the social studies department at Heritage High School where she taught for nine years. Currently, she is a special education teacher at Union Grove Middle School. Pugh and her husband, Greg, are Sunday school leaders and children's volunteers for their church. They are the parents of William and Anna, both of Louisville.
Daniel Franklin - Vice-Mayor
Daniel Franklin was born in Blount County and settled in Louisville for the second time in 2019. He graduated from Maryville High School and UT Knoxville with a BA degree in business administration with a major in accounting. He is a Certified Public Accountant (inactive since 2018) and has 20+ years of experience in auditing and advising east Tennessee cities and towns, as well as auditing compliance with laws and regulations including federal and state grant and loan compliance. Daniel began his career as a local banker at the Bank of Maryville/First Tennessee Bank. After 11 years he began working for a Knoxville-based CPA firm which he retired from after 32 years of serving clients in the financial institution, local government, utility, construction, faith-based nonprofits and churches, and employee benefit industries. Currently Daniel is a bank consultant and board member, administrator and treasurer of Louisville Christian Assistance Center (LCAC), and treasurer and Sunday school teacher at Beech Grove Baptist Church on Topside Road. Daniel and his wife Renee volunteer in various ministries of their church and are caregivers for their aging parents.
John Loope - Alderman
John Loope is a life-long resident and founder of the Town of Louisville. He attended Louisville Elementary and graduated from Friendsville High School. John is a Marine Veteran of the Vietnam War. He is a residential and commercial properties builder in Blount County, founding chairman of the Blount County Public Building Authority, former member of the Blount County Commission and Blount County & Louisville Planning Commission. John has also served for years as the President and Chairman of the Board of Directors of the Fort Loudoun Electric Cooperative (FLEC). Currently John is a beef cattle farmer at his residence on Old Lowes Ferry Road.

Debbie Walsh - BMA Assistant
Born and raised in Blount County, Debbie Walsh is the BMA assistant for the Town of Louisville. She resides in Louisville with her husband, Patrick, and three sons, Ramsey, Redmond and Robinson. She has been active in her community, church and local schools for many years. If you come looking for Debbie, she is often found at the baseball field, soccer field or in the basketball gym watching her boys. A graduate of William Blount High School, she obtained a degree from the University of Tennessee, Knoxville in statistics with an emphasis in business and manufacturing. She also obtained a MBA from Lincoln Memorial University in Harrogate, Tennessee. Her work experience comes from three years with Delta Airlines as a reservations agent and 12 years with DeRoyal Industries as product development assistant, inventory manager, quality control team representative and territorial sales manager, hospital division.
Hailey Russell - Administrative Assistant
Hailey grew up in Friendsville, TN and now resides in Maryville, TN with her husband, Nathaniel, and their dogs. Hailey graduated from William Blount High School in 2018 and continued school at Pellissippi Community College. After graduating she continued her healthcare career at UT Medical Center. During her time there she spent several weekends and weekdays working with her mother planning events and learning about municipalities. Hailey and her husband spend their free time with family and friends outdoors. They love being outdoors, going to the lake, and their absolute favorite way to spend their time is doing anything with their dogs.
Emma Stinnett- Office Assistant
Emma is a native of Blount County and now lives in Louisville with her own family, husband Kyle, daughter Willie May, their dogs Josie and Rig, and their horse! Emma owns a small business called Maryville Nutrition and when she is not there she is working at the Town Hall. Emma was homeschooled K-12 and then continued her education at Johnson University. In her free time, she loves to be outside with her animal, going to the mountains, and most of all spending time with Willie May!
Barry Ottinger - Building Official
A Native East Tennessean, Barry is retired Military having served in the United States Marine Corps and with the Air National Guard. Barry worked in aviation as a pilot and has experience in sales, as well as construction. Barry enjoys spending time with his family and remodeling homes, especially when he can do it with his children.
Roger Bird - Town Engineer
A native of Blount County, Roger Bird accepted the position of Town Engineer in December of 2022. A graduate of Friendsville High School, Bird continued his education at the University of Tennessee obtaining a BS degree in Industrial Engineering. Is a licensed Professional Engineer in the State of Tennessee. Worked in several Manufacturing Facilities throughout his career upon retiring in Feb of 2022. Hobbies include Bass Fishing and Sports. A longtime member of Alcoa First Baptist.
